These documents (that are available to download) can be used as intellectual resources by political actors wishing to conceive support programs addressed to cultural industries at the local, national, regional or international level. For field operators, they enable a better understanding of actual trends impacting on their working environment.
This section does not aim at providing a comprehensive list of all published materials on the subject. It will expend progressively as the Observatory's activity.

CREATIVE ECONOMY REPORT 2008, UNCTAD, 2008.
The Creative Economy Report 2008 is the first study to present the United Nations
perspective on the emerging topic of creativity. It is an initiative of the partnership between UNCTAD and the UNDP Special Unit for South-South Cooperation. It brings together contributions from five relevant United Nations bodies: UNCTAD, UNDP, UNESCO, WIPO and ITC.
This Report provides empirical evidence that the creative industries are among the most dynamic emerging sectors in world trade. In its first chapter, the report draws a comprehensive panorama on the concepts and contexts of the creative economy enabling the reader to seize the complexity of intellectual, ideological and idiosyncratic concepts underpinning the many definitions of creativity. The second chapter is dedicated to analysing and measuring the world creative economy through an array of ranging from the organisational structure of the creativity sector to its economic impact. The third chapter engages with issues related to trade in creative goods and services. It proposes an in depth view on the recent of global trends and features in that emerging area of commerce and exchanges at the world level. The fourth part tackles issues of intellectual property rights and the creative industries. It examines the role played by the fresh developments in ICT sector in the re-definition of copyright management and regulations Chapter five insists on the need of renewed strategies for the creative industries particularly in the context of developing economy wherein the potential of creative forces have been largely ignored in the formulation and implementation of global development policies. The Report finishes with a list of lessons learned. They comment on policy options addressing governments, creative entrepreneurs and civil society agent and urging them to form up strategic alliances.
MANUEL SUR LES INDUSTRIES CULTURELLES ACP, SECRETARIAT ACP - CACAO/CCAWA, 2006.
Ce Manuel a deux objectifs : contribuer à faire connaître les politiques culturelles ACP et promouvoir une meilleure appréhension des avantages offerts par la coopération entre les ACP et la Communauté Européenne (CE) dans le domaine de la culture. Il se divise en quatre parties. La 1ère partie présente la politique culturelle du Groupe ACP. La 2ème partie traite des industries culturelles ACP ; elle passe en revue les questions de définition, les enjeux du développement de ces industries et les difficultés qui l'entravent, les acquis des dernières années et les principaux défis qui doivent être relevés pour contribuer à leur croissance. Le 3ème chapitre procure des informations sur les politiques culturelles nationales et régionales. Enfin, la dernière partie décrit les principes auxquels la coopération culturelle avec la CE doit souscrire, fait le point sur son évolution et ses réalisations actuelles et trace des pistes pour contribuer à son développement dans les années à venir. En annexe, le document réunit des informations sur les industries culturelles des différents pays ACP (documents politiques disponibles, stakeholders, événements, sources d'information…) et sur la situation particulière de la coopération culturelle entre ces pays et la CE. Cette partie constitue un premier essai en la matière et correspond à une ébauche à peaufiner et mettre à jour.
OUR CREATIVE DIVERSITY, WORLD COMMISSION ON CULTURE AND DEVELOPMENT, UNESCO, 1995.
This document encapsulates the reflective work achieved by the World Commission on Culture
and Development, established by the United Nations and Unesco as a platform in charge of rethinking the overall process of development itself. It takes into account proposals expressed by many organizations for a broader concept of human well-being as the aim of development to replace the more limited focus on economic progress alone. The report comprises ten chapters and includes a range of new issues such as the rights of women and children, the recognition of indigenous peoples, and the preservation of the world's cultural heritage. The report depicts a bold vision of global development that attends to the needs of many cultural groups and argues for the autonomy of multiple cultural voices presents a significant challenge to traditional strategies. In many respects, "Our creative Diversity" epitomises reflections held during the last decade as far as culture and development are concerned. It stands as a milestone in the research carried out on the subject.

LES INDUSTRIES CULTURELLES DES PAYS DU SUD : ENJEUX DE L'ADOPTION DE LA CONVENTION INTERNATIONALE SUR LA DIVERSITE CULTURELLE, RAPPORT D'ETUDE ETABLI POUR LE COMPTE DE L'AGENCE INTERGOUVERNEMENTALE DE LA FRANCOPHONIE ET DU HAUT CONSEIL DE LA FRANCOPHONIE, ASSOCIATION CULTURE ET DEVELOPPEMENT, 2004.
Ce document est le fruit de la première tentative à visée globale pour cerner le poids économique des industries culturelles dans les pays du Sud. Elle constitue une base de départ pour connaître les réalités économiques, institutionnelles et culturelles auxquelles sont confrontées les industries de la culture dans les pays du Sud. Le document se base sur une sélection de filières et de pays dont les indicateurs macro - économiques et sociaux sont représentatifs des réalités du Sud. L'un des résultats de l'étude tend à mettre en lumière l'insuffisance d'informations complètes sur ces industries et la nécessité d'harmoniser les procédures de collecte d'informations afin d'aboutir à un " modèle " commun à la communauté internationale. Cette étude montre par ailleurs que les pays où se développent les industries créatives sont ceux qui ont mis en oeuvre des politiques publiques et créé préalablement des dispositifs d'information. Dès lors, l'information sous ses diverses formes constitue l'une des priorités d'un programme de soutien au développement des industries culturelles du Sud. L'étude prône, dans cette perspective, la création dans les pays du Sud de pôles régionaux d'information reliés à la communauté internationale serait un facteur de dynamisme des politiques et du développement des industries de la culture.
THE CULTURAL INDUSTRIES IN CARICOM, TRADE AND DEVELOPMENT CHALLENGES, REPORT PREPARED BY KEITH NURSE FOR CARIBBEAN REGIONAL NEGOTIATING MACHINERY, FUNDED UNDER EU PROINVEST CAR/5170, 2007.
The objective of the study was to assess the economic contribution of the cultural/creative industries in CARICOM, to identify the factors constraining the global competitiveness of the sector, and to analyse the trade and investment issues with a view to formulating a strategic action plan for the development of the sector. This involves an investigation of the market structure, the economic flows and the export performance of the various sub-sectors of the cultural industries based upon primary and secondary data gathering and interviews with key industrial stakeholders and national policy makers. To this end, the study emphasizes the importance of innovation policy, industrial upgrading, and export expansion, as a basis for increased competitiveness. In particular, the study examines the emerging opportunities and challenges, along with the respective strengths and weaknesses of the selected sub-sectors, as a means of identifying the strategic areas for innovation and organisational restructuring. This provides a basis upon which governments, regional organisations, non-governmental development agencies, industry associations, cultural entrepreneurs, and artists can formulate policy recommendations.
PROMOTING THE CULTURE SECTOR THROUGH JOB CREATION AND SMALL ENTERPRISE DEVELOPMENT IN SADC COUNTRIES, WORKING PAPERS, 2003.
A set of five studies was commissioned by the ILO in the framework of the project "Small enterprise development and job creation in the culture sector in the SADC region" on different creative sectors. This series explores the possibility that the promotion of cultural entrepreneurship that harnesses local talents, skills and heritage may be especially resistant to the competitive pressures of globalization and may provide innovative possibilities for boosting incomes and generating quality employment in a sector that is normally overlooked by policy-makers or addressed with piecemeal and traditional approaches. It provides detailed information and case studies of cultural enterprises in the SADC region. It formulates policy prescriptions that would help ameliorate the major constraints preventing the growth of small enterprises in the region.

THE ECONOMY OF CULTURE IN EUROPE, Study prepared for the European Commission (Directorate-General for Education and Culture) by KEA, 2006.
Although it focuses on the sole European continent and does not engage with the ACP problematic, the report provides insightful comments and articulated methodological views which makes from this document a must read for any one interested in the current theories on the cultural field today. This study considers the contribution of the creative & cultural sector to European growth and cohesion. The objective of this study is to allow the European Commission to better understand how the cultural sector can contribute to achieving the Lisbon Strategy. In particular, the study refines the definition of the "cultural sector", submits an analysis giving an overview of the cultural sector in Europe from a socio-economic standpoint. It backs-up this analysis with statistical data and case studies and analyses the development prospects of the cultural sector in Europe in socio-economic terms against a background of globalisation and relentless spread of new information technology. The Document also provides an analyse how the cultural sector contributes to the economic and social potential of Europe and thus to the attainment of the Lisbon targets.
KEYS TO SUCCESSFUL CULTURAL ENTERPRISE DEVELOPMENT IN DEVELOPING COUNTRIES, PREPARED FOR UNESCO ARTS AND CULTURAL ENTERPRISE DIVISION BY YARRI KAMARA, 2004.
This study on the keys to successful cultural enterprise development was commissioned in the framework of the programme "Capacity-building for cultural enterprises in developing countries". This programme, funded by the Norwegian government, is being implemented by UNESCO's Arts and Cultural Enterprise Division. The programme aims to strengthen emerging cultural enterprises in developing countries and render them selfsustainable. Through its examination of the needs and weaknesses that cultural enterprises in developing countries manifest, this study is intended to illuminate the challenges that the programme will have to address. The analysis of practices needed for successful cultural entrepreneurship, on the other hand, should inform the strategies adopted by initiatives under the programme.

The paper presents a rationale for distinguishing between notions of cultural and creative industries which have implications for theory, industry and policy analysis. It stems from the standpoint of a researcher and analyst and also from a position of a corporate involvement in a substantial project to grow and diversify a regional economy through the development of its creative industries.

STATISTICS ON CULTURAL INDUSTRIES: Framework for the Elaboration of National Data Capacity Building Projects. Bangkok: UNESCO Bangkok, 2007.
This document is designed to meet the demand and need for data relating to the creative
economy and to cultural industries in the countries of Asia-Pacific region. It is primarily intended for policy makers and officials concerned with the elaboration and implementation of national development plans, statisticians, and cultural researchers. To the extent that the national projects emanating from this framework document will contribute to the elaboration of international statistical standards in the area of cultural industries, the framework will also be of interest to other researchers. It targets three purposes: a) to provide an overview of cultural industries and why and how they need to be considered in the context of national development plans and policy development, b) to facilitate the elaboration and implementation of national capacity building projects for this new area of national statistics, and c) to ensure data comparability between countries and areas. Hence, the Framework is primarily a reference and training manual on the methodology and delimitation of cultural industries statistics.
ISSUES AND CHALLENGES IN DATA COLLECTION- SUGGESTIONS FOR MEASURING THE CREATIVE INDUSTRIES - A REGIONAL PERSPECTIVE, WIPO-CARICOM MEETING OF EXPERTS ON THE CREATIVE INDUSTRIES AND INTELLECTUAL PROPERTY in Georgetown, Report, 2006.
The objective of the paper is to explore some of the resource challenges that might be faced, to outline an approach to measuring the contribution to the economy of the creative [copy-right based] industries and to suggest a way forward to measure these industries. Section 2 therefore highlights challenges faced by statistical organizations in the Region, Section 3 gives a synopsis of approaches that can be used to measure the contribution of these industries and Section 4 draws out some conclusions and recommendations relative to the next steps.
INTERNATIONAL MEASUREMENT OF THE ECONOMIC AND SOCIAL IMPORTANCE OF CULTURE, STATISTICS DIRECTORATE- ORGANISATION FOR ECONOMIC CO-OPERATION AND DEVELOPMENT, 2006.
The paper takes a holistic view of culture, including social and economic aspects, and quality of life. It highlights not only the lack of detail in the standards but also the different classifications used by each country. Accepting that there is no existing operational framework in place for international comparative, the paper explores the possibilities of using a System of National Accounts (SNA) approach for economic data. The SNA has the advantage of presenting an entire economy in a single coherent framework. It brings together some measures of the culture sector for five pilot countries and makes an initial attempt at coherent tabulation for some sectors. While the number of assumptions and the amount of estimation involved mean that any comparisons between countries should be undertaken with extreme caution.
ÉCHANGES INTERNATIONAUX D'UNE SÉLÉCTION DE BIENS ET SERVICES CULTURELS, 1994-2003, INSTITUT DE STATISTIQUE DE L'UNESCO, SECTEUR DE LA CULTURE DE L'UNESCO, 2005.
Ce rapport représente une collaboration entre l'Institut de statistique de l'UNESCO (ISU) et le Secteur de la Culture de l'UNESCO. Il examine le commerce transfrontalier d'une sélection de biens culturels et le commerce d'une sélection de services culturels. Basé sur le Cadre de l'UNESCO pour les statistiques culturelles, il adopte une nouvelle façon de mesurer les échanges de produits culturels en distinguant les biens et services culturels " de base " des biens " connexes ". Ce faisant, il tente d'aborder certaines des lacunes des données statistiques exposées dans des études antérieures de l'UNESCO, qui dressaient un tableau du commerce de matériel culturel (radios et téléviseurs, instruments de musique, matériel audiovisuel, etc.), mais révélaient très peu les véritables échanges de biens culturels de " contenu ". Il dépeint un portrait global de la nature et de la direction des échanges internationaux de produits culturels.
