The European Commission Thematic Programmes
THE " INVESTING IN PEOPLE " PROGRAMME
The thematic programme "Investing in People" is an instrument for supplementary action designed to underpin country and regional programmes in relation to four main pillars: (1) good health for all, (2) education, knowledge and skills, (3) gender equality and (4) other aspects of human and social development (employment and social cohesion, children, youth and culture).
In the field of culture, the programme will promote access to culture for all by strengthening local cultural capacity (cultural industries and activities, governments and non-state actors), promoting private/public partnerships, supporting intercultural dialogue at all levels, promoting South-South cooperation, supporting preservation of both the material and immaterial cultural heritage, supporting establishment of networks for exchanges of expertise and good practice, and supporting training and professionalisation of the sector.
The programme is open to the 27 EU Member States, Member States of the EEA, the official EU candidates, the Balkan countries, the OECD members, as well as over 160 developing countries.
" NON-STATE ACTORS AND LOCAL AUTHORITIES IN DEVELOPMENT"
This thematic programme replaced the 'NGO co-financing' and 'Decentralised co-operation' programmes. The new programme's overall objective is to help reduce poverty in the context of sustainable development. It is an actor-oriented programme aiming at capacity building through support to initiatives initiated by non-state actors and local authorities from the EU and partner countries in the developing world.

In-country actions (ACP concerned countries: Liberia, East Timor), Multi-country actions (Open to ACP countries), Development education and Networking Actions (in Europe).
Calls for Proposals run by EC Delegations in ACP countries:
Actions aiming at reinforcing civil society organisations in general (Open to 31 ACP countries) or with specific components related to the cultural sector (Like in Cameroon, Congo Brazzaville, Cuba, Democratic Republic of Congo, Djibouti, Equatorial Guinea, Eritrea, Guinea Conakry, Guinea Bissau, Kenya, Papua New Guinea, Salomon Islands, Vanuatu).

CULTURE PROGRAMME 2007 - 2013
The EU Culture programme (2007-2013) has a budget of €400 million for projects and initiatives to celebrate Europe's cultural diversity and enhance our shared cultural heritage through the development of cross-border co-operation between cultural operators and institutions. The Programme provides for specific interventions to support cultural cooperation in/with third countries.
The preparatory action 'MEDIA International' aims to improve the circulation of audiovisual works from other countries within European markets and vice versa, and to strengthen cooperation between audiovisual industries of third countries (including ACP) and European countries.
ERASMUS MUNDUS PROGRAMME
Erasmus Mundus is a co-operation and mobility programme in the field of higher education which, supporting European top-quality master's courses. It also provides EU-funded scholarships for third-country nationals participating in these master's courses, as well as for EU-nationals studying at partner universities around the world.
